Among the points that the above tables illustrates are the following:
1) The gross federal debt as a percentage of GDP has dropped 15 percent
since 1996 but is still up 76 percent since 1981. The relative size
of the debt is more critical than that of the deficit since it is the
debt, not the deficit, that we are paying interest on and have promised
to pay back.
2) The foreign holdings of federal debt increased sharply from 1994 to 1997
and stayed fairly level since then. In that time, it has risen from 14
to 22 percent of the gross debt and from 19 to 36 percent of the public
debt.
3) Even with the surpluses in 1998 through 2000 and the projected surpluses
from 2001 to 2011, the gross debt will continue to grow. This is because
the reported deficit does not include monies borrowed from government
accounts. The following table shows the debts projected to be held by
those accounts in 2002.
