Among the points that the above tables illustrate are the following:
1) The gross deficit is projected to average $339 billion from 2002 to
2007. This is nearly equal to the $342 billion averaged during its
worse six-year period, 1990 to 1995. As a percentage of total GDP,
the total deficit from 2002 to 2007 is projected to be about 2.85%
versus the 5.30% that it was from 1990 to 1995. In any case, it is
a $284 billion increase from the average of $55 billion projected
in the prior budget.
2) The public deficit is projected to average $10 billion from 2002 to
2007. This is much less than the $236 billion averaged during its
worse period, 1990 to 1995. However, it is a $272 billion increase
from the average surplus of $262 billion projected in the prior
budget.
3) This budget is shifting from 10-year budget forcasts back to 5-year
forcasts that were the norm prior to 1997. On page 38, it states:
"In light of the remarkable swings over the last several years, it
is time to acknowledge the limitations of 10 year budget forcasts.
Rather than continue to assign false confidence to these numbers, the
Administration will begin shifting back to a maximum time horizon of
five years."
Hence, the budget does not project what will happen to the gross and
public deficits from 2007 to 2011, during which time the prior budget
projected increases of $350 billion and $276 billion, respectively.
