Among the points that the above tables illustrate are the following:
1) The gross deficit has surpassed a half-trillion dollars per year for
the past four years and this is projected to continue for the next
three years, through 2009. The gross deficit is then projected to
drop to $372 billion by 2012.
2) The unified deficit is projected to drop slightly over the next two
years (248 to 239 billion dollars) and then begin dropping steadily,
reaching a $61 trillion surplus by 2012. The unified deficit is the
deficit that is most often reported and, as the above graph shows,
is very nearly equal to the public deficit.
3) The projected drop in the unified deficit is chiefly due to a
projected drop in outlays as a percent of GDP. Outlays are projected
to drop from their current level of 20.3 percent of GDP to 18.3
percent of GDP by 2012. This will be their lowest level in over 40
years, since they measured 17.9 percent of GDP in 1966.
4) Receipts dropped from 20.9 percent of GDP in 2000 to 16.3 percent of
GDP in 2004, their lowest level in over 40 years, since they measured
16.1 percent of GDP in 1959. They have since gained back nearly half
of that loss to 18.4 percent of GDP. They are projected to remain
close to that level through 2012.
The following points show the relationship between deficits and their
corresponding debts. This is important since it is the debt that we
are paying interest on and are obligated to pay back. The figures
for the debts can be found at debt08.html.
5) The gross debt was at 64.7 percent of GDP at the end of 2006. In
order to stabilize at that level, the gross deficit would need to
stabilize at about 64.7 percent of the projected GDP growth rate.
As GDP is projected to grow at about 5.3 percent per year for the
next six years, this would be a level of about 3.4 percent of GDP.
Because the gross deficit is projected to be above this level for
the next 3 years, the gross debt is projected to rise modestly,
peaking at 66.2 percent of GDP in 2009.
6) The public debt was at 37 percent of GDP at the end of 2006. In
order to stabilize at that level, the public deficit would need to
stabilize at about 37 percent of the projected GDP growth rate.
As GDP is projected to grow at about 5.3 percent per year for the
next six years, this would be a level of about 2.0 percent of GDP.
Because the gross deficit is projected to be below this level for
the next 6 years, the public debt is projected to drop modestly,
reaching 32.1 percent of GDP by 2012.
